Atturra has completed Wyndham City Council's three-year Business Transformation Program, with the final release moving the council onto a single TechnologyOne software platform.

The project replaced a fragmented mix of legacy systems, including Oracle ERP and other on-premise tools, with a cloud-based environment across core council functions. These include finance, procurement, assets, strategic asset management, human resources, enterprise content management, and property and rating.

Wyndham City Council is one of Australia's fastest-growing municipalities, serving more than 325,000 people and managing community assets valued at more than AUD $6.4 billion. It oversees services ranging from waste collection and libraries to parks, open space, and community centres.

For local government bodies, changes of this kind often take years to implement because finance, records, asset management, and rates systems sit at the centre of day-to-day operations. The Wyndham program ran for three years and concluded with the final go-live of the new platform.

According to Atturra, the new setup provides a more consistent operating environment across departments, improves data integrity, simplifies processes, and gives management better visibility across the organisation.

The company described the work as a full transition from separate systems to an integrated software-as-a-service model, creating a single digital base for core administrative and operational processes.

A notable feature of the program was continuity across all three releases. Atturra said it kept the same core delivery team in place from the initial design stage to final deployment, working jointly with council staff throughout.

The project also involved cooperation with TechnologyOne, whose software now underpins the council's back-office systems. Atturra said the work was completed on time and within budget against the original program schedule.

Stephen Kowal, Chief Executive Officer at Atturra, said the outcome was a significant achievement for both the council and the company.

"This is a significant achievement not only for Wyndham City Council, but for Atturra as well," Kowal said. "It highlights our ability to deliver complex, multi-year transformation programs and the value we bring as a long-term partner to our clients. We are proud to support councils like Wyndham as they modernise their operations and build a strong digital foundation to serve their communities into the future."

The work comes as Australian councils face pressure to modernise ageing internal systems while managing population growth, service demand, and large infrastructure portfolios. In fast-growing outer metropolitan areas, those pressures can be more acute because councils must scale services while keeping financial and asset records current.

Wyndham's asset base includes roads, drains, community buildings, and open spaces, all of which require long-term planning and ongoing maintenance. Bringing asset information together with finance and procurement data can affect how councils track spending, schedule works, and report on public infrastructure.

Next phase

With the final release now live, attention is turning to post-implementation support and the transition to routine operations. Atturra said it will continue working with Wyndham City Council on support, optimisation, and further improvements to the TechnologyOne system.

The company framed this stage as a shift from installation work to a longer-term relationship focused on system use and refinement. This reflects a common pattern in large public sector technology programs, where post-launch support can be as important as the initial deployment.

Suzie Latta, General Manager - VIC & TAS at Atturra, said the project depended on team stability over the full three years.

"I'm incredibly proud of our team, who have supported Wyndham over the past three years," Latta said. "Their tenacity and commitment to getting this program over the line, while navigating complexity and change, has been outstanding. This was a true team effort, and it's fantastic to see the impact that consistency and partnership can deliver."

According to Atturra, Mark Rossiter, Director of Corporate Services at Wyndham, served as program sponsor during the implementation. The company also cited support from the council's executive team during the rollout.

David Seabridge, General Manager - TechnologyOne at Atturra, linked the result to continuity in delivery over the life of the program.

"Programs of this scale are delivered by people, not just technology," Seabridge said. "What made the difference at Wyndham was the consistency of the team over three years, building trust, maintaining momentum, and working as one through every phase of the program."
